Ownership Statement

Wilson Amateur Radio Club has been assigned the Amateur radio call sign WC4AR by the Federal Communications Commission. Wilson Amateur Radio Club and WC4AR are one in the same for all purposes of this document. The WC4AR repeater, coordinated through SERA (South East Repeater Association) with a frequency of 147.105/147.705MHz, is owned solely by and is the property of Wilson Amateur Radio Club. WC4AR from time to time may be provided technical, financial, equipment, or other support by the repeater users or other organizations. Such support is understood and deemed by WC4AR and any donating party to be a gift and does not create or transfer any property interest of any kind to any such person or organization with respect to any ownership or claim. Also, the repeater users by virtue of their use of the repeater, shall not be deemed to have been conveyed or transferred in any form property interest to the repeater under applicable Tennessee or federal laws related to property ownership. All rights to the repeater remain solely with WC4AR/Wilson Amateur Radio Club.

Rules of Use:

  1. Always identify yourself according to FCC regulations. Transmit your call sign when you first come on the air.  Make sure you ID once every 10 minutes. (47CFR § 97.119.a)
  2. Avoid lengthy conversations, pause between transmissions. Our repeater has a 90 second “timeout” setting. This in no way means keeping the repeater quiet. On the contrary WC4AR put the repeater on the air to be used. It does mean that we all should leave pauses for others to have an opportunity to speak.
  3. Yield existing conversations to recognized activities: Weekly nets and other club approved activities
  1. Do not engage in conversations related to Religion, Politics, Sex, etc.  Do not engage in any personal antagonisms belittle, berate, defame or speak ill of others. The repeater is “G Rated” 24 hours a day. Please use appropriate language.
  2. Do not use CB lingo or slang. Do not use “Q” codes and phonetics excessively.
  3. Always yield the frequency to a breaking station (any station with emergency traffic). The pro sign “break” has a very specific meaning on ham radio. To interject into an ongoing conversation use “comment”. Always provide your call sign when making a comment. (47 CFR § 97.119.a)
  4. Selling items OTHER than ham related equipment is not allowed, nor is conducting any business. Amateur Radio operators are prohibited from gaining any pecuniary benefit from operation of our amateur radio stations. When in doubt take it off the air. FCC also prohibits the transmission or retransmission of music (and almost anything else that is received over the airwaves; for specifics, see (47 CFR § 97.113.a.4).
  5. Most one-way transmissions are prohibited through the repeater except for those required to establish communications. This includes unauthorized one-way announcements of weather reports and traffic conditions. NO “KERCHUNKING” always provide your call sign.
  1. Don’t start speaking as you key the mic.  Give a pause, repeaters have a short delay before transmitting.  Some of your first words might be clipped.
  2. If you hear stations jamming or interfering do not make any comment, ignore them. Do not antagonize those interfering! This is not going to make them stop. Report it to the WC4AR trustee.

WC4AR repeater is open for all to use, provided you follow the rules. WC4AR trustee and or club officers reserve the right to ban any user if necessary. In most instances you will receive a verbal notice first, written notice will follow. WC4AR may at any time record traffic on the repeater without notice.
