Hello Wilson Co. Hams,

Well, if you didn't make it to the Wilson ARC cookout Saturday night,
you missed a good one.  The weather was perfect, the food was good and
we had a big turnout.  I think the final head count was 36, but I might
have missed one or two.

Geraldine for snapping the photos.  And a big thank you to all who
attended.

For those who couldn't make it this time, we'll try to do it again

Here are the highlights of the TN ARES Section Meeting held last
Saturday, 3 Jun 2006 in Murfreesboro.

The meeting was led by the new TN Section Emergency Coordinator, Jimmy
Floyd, NQ4U. Several topics were discussed, including the new training
requirements for ARES members, improved relationship with TEMA, and
improving communications within the section.

1.  New Training Requirements

The Department of Homeland Security (DHS) considers Amateur Radio operators
in emergency roles to be first responders in their emergency
plans. TEMA recognizes this as well. This means that ARES members who are
working with an EOC or TEMA will shortly be required to have completed basic
Incident Command System (ICS) and/or National Incident Management System
(NIMS) training (all first responders, including firefighters or EMT's are
also required to complete training in this as well).

TEMA and ARES representatives have agreed on the following requirements for
ARES members to fulfill this requirement:

   All DEC's and EC's:

         FEMA/EMI:

  IS-100    "An Introduction to the Incident Command System (ICS)"
  IS-700   "The National Incident Management System (NIMS),an Introduction"
  IS-800   "The National Emergency Response Plan (NERP), an Introduction"

         ARRL:

             Amateur Radio Emergency Communications (AREC) Levels 1, 2, and 3

   General ARES Members:

         FEMA/EMI:

  IS-100    "An Introduction to the Incident Command System (ICS)"

          ARRL:

  Amateur Radio Emergency Communications (AREC) Level 1

The deadlines for completing these requirements are: DEC's/EC's - 1 Aug
2006, All other ARES Members: 1 Dec 2006.

This training is being mandated for access to EOC's and other "sensitive"
areas during a disaster and is not a requirement for membership in ARES.
ARES members without this training will still be able to work in other
areas where this is not required.

2.   Improved Relationship between ARES and TEMA

The TN ARES and TEMA are in the final stages of completing a Memorandum
of Understanding (MOU) between the two agencies. TEMA also becomes the
major supported agency for the TN ARES section (Note: other agencies with
MOU's will continue to be supported as well, including
Dept. of Health Services, Red Cross, etc.) Much of this came because of the
improved perception of Amateur Radio by emergency management personnel.
Plans are being made for a separate room in each of three TEMA's command
centers which will be staffed by specially trained Amateur Radio operators.
These rooms will be equipped to provide full amateur radio capabilities,
including VHF/UHF, HF, and Winmail.

A call is also being placed for a select group of 8-10 operators from
around the Middle Tennessee area to serve in the Operations Center at
TEMA in a disaster. This requires additional training as well as a
background check and is very selective. Please let me know if anyone is
interested in doing this.

3.    Improving Communications Within the Secton

One of Jimmy's top priorities as the new SEC is to improve communicationz
between the section, ARES groups and members within the section itself.
He passed out a CD containing the TN ARES Emergency Plan. The Emergency Plan 
provides instructions for
ARES communications during most anticipated disaster situations which may
occur in Tennessee. (including drought, nuclear accidents, etc.) The CD
also has contains IS-100, IS-700 and IS-800 course materials. It is his
goal that every ARES member have access to this information. To
help with this, I will make copies of this for everyone to have and will
pass them out at the next meeting.

The TN ARRL Section website is also being updated. This includes the
SEC site, as well. Materials and updates will be made available in PDF or
Word format to EC's and AEC's to pass along to members. Plans are also
being made to create a database to store training completion
information for ARES members to allow credential verification.

There is also a Yahoo group called TNARES which is open to all TN ARES
members. It is being "reactivated" so ARES members from around the
state can share ideas, concerns, etc.  Go to http;//groups.yahoo.com to
join.

4.  Summary

The meeting was very informative. The direction that Jimmy, NQ4U is
taking with TN ARES is a positive one. It is also apparent that our role
as emergency communicators is being taken more seriously at the Federal
and state level, especially the response seen during events such as
Hurricane Katrina and the tornadoes this past April.

    As many of you know, I purchased a very fine repeater (147.375) from KN4HL 
in 2004.  The repeater was moved from his location to my QTH and has been on the 
air since that time.  KN4HL built this sweet repeater and it is in near 'mint' 
condition.

     In the past few months, many of my priorities in life have changed.

     After much thought and consideration, and due to financial constraints, I 
have made the decision to sell the repeater at this time.  This has been a 
difficult decision, but it is time to clean the shack and part with some things.

     The repeater system consists of:

             Hamtronics REP-100 VHF
             Hamtronics R-144 Receiver
             Hamtronics LPA-2-15R Amplifier
             Hamtronics RPA-45 Amplifier
             Hamtronics AP-1 Autopatch
             Hamtronics COR-2 Board
             Hamtronics T-51 Exciter
             Hamtronics OV-1 Oven
             WACOM WP-641 Duplexers
             50'-60' of 7/8" Hardline with N Conectors
             Metal Cabinet Housing for the Duplexers

     I also have a backup battery system which I built for the repeater.  This 
system consists of 8 UPS large UPS Batteries installed in a rack specifically 
designed for the battery backup system.

     I will include a Motorola business band antenna as well as a DB-224 
antenna, both of which need to be tuned.

     The asking price is $2,500 complete.

     Also, I have several commercial radios which I am considering selling:

     (5) Ericsson GE  (FCC ID F3JSM445C), presently tuned on 
465.6375/466.9375/466.0375/46.2625  ($100 each)

     I have several Motorola MaxTrac 50 & MaxTrac 300 radios for sale as well.

Well gang, I think there is a meeting tonight.  There is one scheduled
and the K Room at Cumberland University is reserved for us at 6:00 PM,
but that's all the info I have.  What the topic or program is I have no
clue.  If anyone knows, do tell.

Incidentally, the cafeteria will not be open for this meeting.  Classes
have not yet begun on campus.

Hamfest Chattanooga is scheduled for October 28 and 29.

Already we are choosing good prizes for ham goers.  Our main prize is an
ICOM 7000, an all band, all mode transceiver.  The winner of the main
prize does not have to be present to win.  For other prizes, hourly and
special prizes, you must be there to win.  We are giving away several
MFJ Antenna Analyzers.

This year admission to the hamfest is not by ticket but by badge.  The
